Indian River County, Florida <br /> Management's Discussion and Analysis <br /> For the Year Ended September 30, 2015 <br /> The County-wide millage rate is decreasing slightly. This is due to a 0.7% increase in the General Fund <br /> rate combined with a 10.3% decrease in Land Acquisition Bond millage. The Municipal Service Taxing <br /> Unit Fund millage rate remains the same as the current year. The Emergency Services :District millage <br /> is increasing 13.9% due primarily to the addition of a new fire rescue station, along with capital <br /> replacement and salary increases. The Solid Waste Disposal :District assessment rate is increasing by <br /> 28.4% for residential customers and 4.4% for commercial customers. The residential increase is due <br /> mainly to the cost of single stream recycling and recycling market fluctuations. <br /> The single greatest individual expense in the budget is Personnel Services. In total, thirty-one (3 1) <br /> additional full-time (FT)positions are proposed for FY 15116. BCC departments are increasing by thirty <br /> (30) full-time positions, while Constitutional Officers show a net increase of one (1) position. This <br /> results in an additional cost of$1,796,886 (BCC only). The majority of these positions (20) are needed <br /> to staff the new fire station. <br /> REQUESTS FOR INFORMATION <br /> This financial report is designed to provide a general overview of the County's finances for all those <br /> with an interest in the government's finances.
