b. Each ESF #1 agency will establish communications with its <br />appropriate field personnel and ensure that they are ready for <br />timely response. <br />C. Coordination will be established with support agencies to <br />prioritize and develop strategies for the initial response. <br />d. Transportation resources will be pre -positioned when it <br />becomes apparent that they will be required. Locations for <br />pre -positioning will be determined dependent upon the type <br />and extent of the emergency. <br />e. When practical, any transportation resources that may be <br />needed in recovery should be removed from the potential <br />disaster area and relocated to the nearest staging area. <br />f. Equipment accessible to ESF #1 agencies will be committed <br />when evacuation or re-entry of a designated area is authorized <br />and normal transportation resources are not sufficient. <br />g. ESF #6 (Mass Care) will coordinate with ESF #1 for <br />transportation assistance. <br />h. The Florida Highway Patrol will direct that tolls be lifted to <br />assist in the evacuation of an area or region. <br />ESF #10 (Hazardous Materials) will identify any known <br />hazardous materials transports that could be affected by the <br />imminent disaster. <br />The primary agency will establish staffing patterns to ensure <br />24-hour transportation operations, if required. <br />k. Passenger pick-up points and routes will be coordinated by the <br />primary agency dependent on the type and extent of the <br />emergency. This information will be disseminated by ESF #14 <br />(Public Information). <br />2. Response Actions <br />a. ESF #1 will coordinate transportation resources with requests <br />for transport of personnel, goods, and services. <br />b. Priorities will continually be reassessed to address the most <br />Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF #1-5 <br />
