air and water; and <br /> 4. Performing necessary actions to assist with recovery operations. <br /> 11. POLICIES <br /> A. The assets available to ESF #1 will be used to assist County emergency <br /> operations agencies and other ESFs with their emergency efforts to move <br /> people, materials, equipment, and other resources as necessary. <br /> The priorities for allocation of these assets will be: <br /> 1. Evacuating persons from immediate peril; <br /> 2. Transporting materials, personnel, and supplies for the support of <br /> emergency activities being conducted by the ESFs as requested <br /> through the EOC; <br /> 3. Transporting relief supplies necessary for recovery from the <br /> emergency; and <br /> 4. Identifying obstructions and damage to the transportation <br /> infrastructure. <br /> B. The School District of Indian River County; Transportation Department, will <br /> coordinate activities of ESF #1 and, with assistance from the Emergency <br /> Management Director, and/or his designee, prioritize the allocation of <br /> available resources. <br /> 111. SITUATION <br /> A. Disaster Condition <br /> A minor, major or catastrophic disaster may severely damage the <br /> transportation infrastructure. Local transportation activities may be <br /> hampered by insufficient transportation resources and disrupted <br /> communications. Prior to impact, evacuation from the potentially threatened <br /> area may be ordered. This will require that transportation related decisions <br /> be made to facilitate the evacuation. <br /> In the wake of the disaster, many local resources will be unavailable due to <br /> damage, accessibility, or inefficiency to handle the demand for assistance. <br /> This will require that significant amounts of resources will have to be <br /> transported into the area. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#1-2 <br />
