mass care needs of people affected by a disaster. Emphasis will be on each <br /> agency assigned to the ESF having thorough and up-to-date disaster plans. <br /> Plan coordination between the primary and secondary agencies is <br /> encouraged. These plans will be operational in nature and standardized <br /> whenever possible. When activated, agencies in ESF#6 will operate under <br /> these plans and their support documents. <br /> ESF #6 will focus primarily on sheltering activities, mass feeding, and the <br /> coordination of volunteer agency activities involved in mass care as directed <br /> by the Primary Agency. Support agencies will plan with the Primary Agency <br /> and provide support services in times of disaster through a coordinated ESF <br /> response. <br /> B. Organization <br /> 1. ESF #6 will organize under the leadership of the primary agency, <br /> which is the North Treasure Coast Chapter of the American Red <br /> Cross. ARC personnel assigned to the ESF will provide daily <br /> direction. This direction is limited to operation of the ESF, assignment <br /> of ESF personnel to requests for assistance, and ensuring that <br /> requests for assistance are met, documented and prioritized. ESF#6 <br /> will establish liaison with other appropriate ESFs and maintain open <br /> communications with these ESFs in both the planning and operational <br /> phases. <br /> 2. Support agencies will operate under the daily leadership of the <br /> Primary Agency representative located in the EOC. However, each <br /> agency represented will be expected to operationalize and direct its <br /> response resources in accordance with its agency's operating <br /> procedures. <br /> 3. Primary and support agencies will provide sufficient personnel to staff <br /> the ESF 24-hours per day, seven days per week. The staff will be <br /> qualified persons able to facilitate decisions for the agency they <br /> represent. <br /> C. Notification <br /> The IRCDEM will provide notification for each ESF's primary agency. A <br /> representative from the primary agency may be required to notify each <br /> support agency and/or volunteer agency. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#6-4 <br />
