4. Response personnel, cleanup crews and response equipment will <br /> have difficulty reaching the site of a hazardous materials release <br /> because of the damage sustained by the transportation infrastructure. <br /> 5. Additional response/clean up personnel and equipment will be <br /> needed to supplement existing capabilities and to provide backup or <br /> relief resources. <br /> 6. Even if the natural or other catastrophic disaster does not cause <br /> situations where there are actual releases, there will be considerable <br /> concern about facilities which are located in or near the affected area. <br /> These facilities will need to be monitored by ESF #10. <br /> 7. Laboratories responsible for analyzing hazardous materials samples <br /> may be damaged or destroyed. <br /> 8. Air transportation will be needed for damage reconnaissance and to <br /> transport personnel and equipment to the site of a release. <br /> 9. Emergency exemptions will be needed for disposal of contaminated <br /> material. <br /> 10. ESF #10 responders should expect to be self-sufficient in the early <br /> hours of the response. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> ESF#10 operations will secure, remove and dispose of hazardous materials <br /> from the disaster area, and will initiate other early tasks demanded of the <br /> Indian River County Environmental Health Department until such time a <br /> further activation is deemed necessary. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#10-3 <br />
