2. Assess and prioritize response actions necessary to mitigate <br /> hazardous materials releases, which includes these phases: <br /> a. Stabilize and stage <br /> b. Categorize and dispose <br /> V. RESPONSIBILITIES <br /> A. Primary Agency <br /> The Indian River County Environmental Health Department will have the lead <br /> coordination role in ESF #10 and is responsible for monitoring potential <br /> public health related issues. As co-primary agency, the IRCDEM will oversee <br /> ESF#10 operations, including authorizing reentry of evacuated areas which <br /> may have been affected by a hazardous materials release. <br /> B. Support Agencies <br /> 1. City of Fellsmere Police Department - Will provide manpower and <br /> equipment to support hazardous materials activities. Including: <br /> 2. City of Fellsmere Public Works Department-Will provide manpower <br /> and equipment to support hazardous materials activities. <br /> a. Providing traffic control along evacuation routes and crowd <br /> control at reception centers and shelters. <br /> b. Securing evacuation areas until residents are allowed to return <br /> to their homes <br /> 3. City of Sebastian Police Department - Will provide manpower and <br /> equipment to support hazardous materials activities. <br /> 4. City of Sebastian Public Works Department-Will provide manpower <br /> and equipment to support hazardous materials activities. <br /> 5. City of Vero Beach Dept. of Public Works & Engineering - Will <br /> coordinate the provision of manpower and equipment to support <br /> hazardous materials activities. <br /> 6.
