B. Organization <br /> The Indian River County Utility Department, as lead agency for ESF#12,will <br /> assume primary responsibility for ESF#12 activity and will be responsible for <br /> ensuring that energy concerns are addressed. They will maintain <br /> communications with the EOC and all support agencies in responding to and <br /> recovering from emergencies regarding electrical service outages, electric <br /> generating capacity shortages, and any other emergency energy concern. <br /> With the EOC approval, will coordinate with the state ESF #12 regarding <br /> energy supply recovery assistance. <br /> C. Notification <br /> The IRCDEM will provide notification for each ESF's primary agency. A <br /> representative from the primary agency will in turn notify each support <br /> agency and/or volunteer agency, as required. <br /> D. Response Actions <br /> 1. Initial Actions <br /> This ESF will: <br /> a. Contact electric, telephone, and water utilities serving the <br /> emergency area to assess energy system damage, energy <br /> supply demands and the requirements to restore such <br /> systems. <br /> b. Coordinate with the IRCDEM Director to establish priorities and <br /> develop strategies for the initial response. <br /> C. Monitor the procedures followed by individual utilities during <br /> energy generating capacity shortages to ensure statewide <br /> action and communication. <br /> d. Assign emergency response/damage assessment teams to the <br /> disaster areas to determine possible affected areas, industries, <br /> and resources needed for energy restoration. <br /> e. Determine generating capacity, expected peak loads, expected <br /> duration of the emergency event, explanation of utilities <br /> actions, and recommendations in support of the utilities. <br /> f.
