V. RESPONSIBILITIES <br /> A. Primary Agency - Indian River County Utility Department <br /> 1. As the primary agency, the Indian River County Utility Department will <br /> coordinate with the support agencies and ESFs in directing resources <br /> and prioritizing the needs for energy restoration. <br /> 2. Contact will be made to electric, telephone, water, utilities and <br /> industry coordinating groups serving the emergency area to obtain <br /> information about damage and/or assistance needed in their areas of <br /> operation. <br /> 3. Monitor the procedures followed by the individual utilities during a <br /> generating capacity shortage on their systems and the procedures <br /> followed by all utilities to ensure coordinated statewide action and <br /> communication. <br /> 4. The lead agency for ESF#12 will claim supporting resources needed <br /> to repair damage to energy systems. <br /> B. Support Agencies <br /> 1. BellSouth Telephone - Will provide manpower and equipment to <br /> assess damage and coordinate restoration of telephone service. <br /> 2. City of Fellsmere Public Works Department-Will provide manpower <br /> and equipment as necessary. <br /> 3. City of Sebastian Public Works Department-Will provide manpower <br /> and equipment as necessary. <br /> 4. City of Vero Beach Electric Power Resource Department - Will <br /> provide manpower and equipment as necessary. <br /> 5. City of Vero Beach Solid Waste & General Maintenance Services - <br /> Will provide manpower and equipment as necessary. <br /> 6. City of Vero Beach Transmission & Distribution Department - Will <br /> provide manpower and equipment as necessary. <br /> 7. City of Vero Beach Water & Sewer Department - Will provide <br /> manpower and equipment as necessary. <br /> 8.
