II. POLICIES <br /> A. The assets available to ESF #13 will be used to assist county emergency <br /> operations agencies and other ESFs with their emergency efforts. Priorities <br /> for implementation of this ESF will be consistent with those incorporated into <br /> the County EOC Incident Action Plan (IAP). Generally, the priorities for <br /> allocation of these assets will be: <br /> 1. Evacuating persons from immediate peril. <br /> 2. Providing emergency response to public health and safety. <br /> 3. Performing air support missions. <br /> 4. Conducting recon or impact assessments of affected areas. <br /> 5. Assisting ESF #16 with protection of key assets for public service <br /> 6. Assisting ESF #16 with Traffic Control Points. <br /> B. Military support will be rendered with the following stipulations: <br /> 1. Military assistance will be provided when the situation is so severe <br /> and widespread that effective response and support are beyond <br /> the capacity of local government, and all civil resources have been <br /> exhausted or are threatened with being exhausted. <br /> 2. When required resources are not available from commercial <br /> sources, military support will be furnished if it is not in competition <br /> with private enterprise or civilian labor force. <br /> 3. Assistance will be limited to identified tasks based on experiences <br /> with previous incidents and factoring the availability of resources. <br /> 4. When an emergency or disaster occurs and waiting for instructions <br /> from higher authority would preclude an effective response, a local <br /> military commander may do what is required and justified to save <br /> human life, prevent immediate human suffering, lessen major <br /> property damage or destruction. Within Brevard County this relates <br /> to the commander of Patrick Air Force Base/Canaveral Air Force <br /> Station and other military tenant commanders. The commander will <br /> report the action taken to higher military authority and to civil <br /> authority as soon as possible. Support will not be denied or <br /> delayed solely for the lack of a commitment for reimbursement or <br /> certification of liability from the requester. <br /> 5. Military resources will be employed with adequate resources to <br /> accomplish the mission when conducting civil disaster/emergency <br /> relief operations. That determination will be made by the on-scene <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-3 <br />
