B. ORGANIZATION <br /> 1. Normal Operations (Indian River County Government Structure) <br /> Indian River County is part of the 19th Judicial District in Florida. <br /> There is an elected five member Board of County Commissioners and <br /> five elected Constitutional Officers(Property Appraiser, Tax Collector, <br /> Supervisor of Elections, Sheriff and Clerk of the Circuit Court). Each <br /> commission member represents one of five districts, elected at large <br /> (Countywide) for staggered terms of four years. The Commission <br /> elects the Chairman and Vice-Chairman. A County Administrator is <br /> appointed by the Board and is responsible for administrative and <br /> fiscal control of the resources of the County. <br /> The County Administrator's primary responsibility is to efficiently and <br /> effectively implement the goals and policies of the Board while <br /> meeting the needs of the citizens of Indian River County by providing <br /> an acceptable level of service and maintaining a solid financial <br /> position. The Administrator is directly responsible for all County <br /> departments except Constitutional Officers, the County Attorney, the <br /> BCC Executive Aide and their respective employees and staff. <br /> 2. Emergency Operations <br /> Direction and control of all emergency management activities remain <br /> under the Indian River County Board of County Commissioners at all <br /> times (the line of succession is established in county ordinance 91- <br /> 17). The organization and staffing structure of the Indian River <br /> County Comprehensive Emergency Management Plan are tailored to <br /> meet the needs of specific emergencies and disasters. <br /> Organizational structure and identification of operational and support <br /> roles within the EOC, which depicts the total preparedness, response, <br /> recovery and mitigation system, can be found in the EOC Suggested <br /> Operating Procedures attached and identified as Appendix C. Specific <br /> roles and responsibilities for each incident management function are <br /> defined in the Florida Incident Field Operations Guide and are <br /> followed by Indian River County where applicable. <br /> 3. Implementation of the concept of operations is carried out through the <br /> organizational structure described by the emergency support functions <br /> (ESFs). The Emergency Management Director, in consultation with the <br /> Board of County Commissioners, leads the organization. This organizational <br /> concept is compatible with the current concept implemented by FDEM and <br /> FEMA and is identified in the EOC Suggested Operating Procedures, <br /> attached to this document and identified as Appendix C. <br /> Indian River County Comprehensive Emergency Management Plan Basic Page 99 <br />
