EXECUTIVE SUMMARY <br /> The Indian River County Comprehensive Emergency Management Plan (CEMP)is <br /> an operations oriented document authorized by the Board of County Commissioners <br /> and is in accordance with Chapter 252, Florida Statutes. The CEMP establishes the <br /> framework for an effective system to ensure that Indian River County will be <br /> adequately prepared to deal with the occurrence of emergencies and disasters. <br /> The plan outlines the roles and responsibilities of the state agencies, special <br /> districts, local governments and volunteer organizations. The CEMP unites the <br /> efforts of these groups for a comprehensive approach to reduce the County's <br /> vulnerability to a host of identified hazards. <br /> This plan is structured to parallel federal activities set forth in the "National <br /> Response Framework"and state activities in the State"Comprehensive Emergency <br /> Plan" as well as describing how other resources will be coordinated to supplement <br /> County resources and response. <br /> The CEMP is divided into three sections: <br /> 1. The Basic Plan section outlines the concept of operations, direction <br /> and control, and identifies responsibilities of all agencies and <br /> resources mobilized by the County in recovering from a disaster. <br /> 2. The Response section presents the County's strategy for disaster <br /> response. It outlines the Emergency Support Function (ESF)concept <br /> taken from the Federal Response Plan. Each ESF, at a minimum, <br /> contains a concept of operations and the responsibilities of the <br /> primary and support agencies that will respond to local government <br /> requests. <br /> 3. The Recovery section provides for the rapid and orderly start of <br /> rehabilitation and restoration of persons and property affected by a <br /> disaster. <br /> Following Hurricane Andrew, recommendations from the "Governor's Disaster <br /> Planning and Response Review Committee Report" (The Lewis Report), guided <br /> revisions that were made to Chapter 252, F.S. The Basic Plan contains a planning <br /> strategy section that describes initiatives that are currently underway to ensure that <br /> the mandates of the law become operational. <br /> Vi <br />
