Unexploded military ordnance <br /> can have the following potential impacts within a community: <br /> • Health and human safety; <br /> • Psychological hardship; <br /> • Damage to critical environmental resources; and <br /> • Toxic release. <br /> There is some exposure to risk from unexploded military <br /> ordnance in Indian River County, but the overall vulnerability of <br /> County residents to this hazard is very low. The communities <br /> most vulnerable to this hazard are the City of Vero Beach and <br /> the unincorporated areas along the eastern side of Hutchinson <br /> Island south of Vero Beach to the St. Lucie County line. While <br /> old military ordnance does occasionally surface along these <br /> beaches, there has never been a case where this ordnance <br /> was still live. <br /> Risk Assessment. Historic Events. Due to the low <br /> probability of occurrence, this hazard will not be fully profiled. <br /> 3. Societal Hazards <br /> a. Terrorism and Sabotage— Hazard Identification. <br /> (1) Terrorism <br /> Terrorist attacks may take the form of induced dam or <br /> levee failures, the use of hazardous materials to injure <br /> or kill, or the use of biological weapons to create an <br /> epidemic. While there have not been any successful <br /> acts of terrorism committed in Florida in recent years, it <br /> is recognized that the state has many critical and high- <br /> profile facilities, high population concentrations, and <br /> other potentially attractive venues for terrorist activity <br /> that are inherently vulnerable to a variety of terrorist <br /> methods. Governmental/political, transportation, <br /> commercial, infrastructure, cultural, academic, research, <br /> military, athletic, and other activities and facilities <br /> constitute ideal targets for terrorist attacks, which may <br /> cause catastrophic levels of property and environmental <br /> damage, injury, and loss of life.
