The LSA can also be used to <br /> support and stage disaster relief personnel and equipment. Four <br /> potential staging area sites have been identified (a general location <br /> map is attached to this document and identified as Attachment 9). <br /> These supplies will be distributed to areas identified as having the <br /> most need. See Annex 1 - Response Functions, ESF #7 (Resource <br /> Management), for more specific details. <br /> a. Concept of Operations: <br /> (1) The county EOC will request through the State EOC, <br /> assistance from the Florida National Guard (ESF #13) <br /> and other agencies (i.e., Florida Division of Forestry) as <br /> needed to establish and support a LSA. <br /> (2) When the LSA is declared operational, resource <br /> delivery to the LSA will begin immediately. <br /> (3) All resource requests will be made by the county EOC. <br /> (4) The LSAs primary mission is to supplement resource <br /> shortages throughout the impacted area. Therefore, <br /> once the community is determined by the EOC to be <br /> restored to a self-sufficient state, the LSA operation will <br /> be demobilized. <br /> (5) Security recommendations will be made by ESF #16. <br /> b.
