reimbursement to local government and eligible private not-for-profit <br /> organizations, for their eligible costs incurred as a result of the event. <br /> The local emergency management office has a support role to the <br /> Public Assistance program (Steps in the Public Assistance process <br /> are outlined in Attachment #1) and will provide assistance as <br /> requested. <br /> 2. Once a disaster event triggers the declaration process, all potential <br /> applicants will attend an Applicant's Briefing. When the President <br /> issues a disaster declaration that includes Indian River County, the <br /> County will receive notice from the State directly. The State will ask <br /> Indian River County to coordinate an Applicant Briefing. The <br /> Applicant's Briefing is a meeting conducted by the State to inform <br /> prospective applicants of available assistance and eligibility <br /> requirements for obtaining federal assistance under the declared <br /> event. These meetings are conducted a few days after the event and <br /> all prospective applicants have a responsibility to attend. To obtain <br /> the maximum benefit from the information presented at the briefing <br /> the county administrator will direct all department directors, and/or <br /> their designees, to attend the Applicant's Briefing (i.e., Emergency <br /> Management Director, Budget Director, Risk Manager, Public Works <br /> Director, etc.).The Emergency Management Director will ensure that <br /> this information is transmitted to the Office of Management and <br /> Budget(OMB)for coordination of financial reimbursement with county <br /> agencies in compliance with Robert T. Stafford Disaster Relief and <br /> Emergency Assistance Act and FEMA regulation. Each County <br /> agency is responsible for the collection and documentation of <br /> reimbursement information, identification of public assistance <br /> projects, and submission to OMB for countywide consolidation and <br /> submission to FEMA. Each agency will also be responsible for <br /> tracking and maintaining the progress of their own projects. It is the <br /> responsibility of OMB to obtain additional staffing if needed to <br /> implement the public assistance program. <br /> 3. The Emergency Management Director, with the assistance of our <br /> public information officer(ESF#14), will transmit disaster declaration, <br /> recovery assistance information, and technical assistance resources <br /> to the municipalities, special taxing districts, and not-for profit <br /> organizations, (who perform essential governmental type services as <br /> described in FEMA regulations) via written correspondence, fax, <br /> conference calls, internet e-mail and web page, media outlets, and <br /> other communications mechanisms. Each municipality is responsible <br /> for identifying their public assistance projects. The recovery staff will <br /> coordinate with the State regarding implementing the appropriate <br /> programs authorized by the declaration.
