The designated unmet needs team members will talk directly with victims, displaced <br /> workers and people with damage to their homes. They will provide information <br /> about assistance for those people with housing or transportation needs, damage to <br /> personal property, business losses or loss of employment or earnings. In addition, <br /> those with expenses such as disaster-related medical bills, mental health <br /> counseling, lost earnings or support due to injury or loss of life may also be eligible <br /> to receive assistance. <br /> 6. If there are numerous unmet needs cases, the SAFER Board of Directors will <br /> prioritize and approve the projects for consideration. <br /> 7. Services offered range from financial assistance, debris clean up, minor home <br /> repairs and crisis/spiritual counseling. <br /> 8. ESF #15 coordinates training and/or seminars in the areas of emergency home <br /> repair, debris removal, donations and warehouse management, processing centers, <br /> crisis counseling and other needed assistance. <br /> 9. ESF #15 will also be responsible for: <br /> a. Coordinating and matching the resources with the area of need within the <br /> community. <br /> b. Participating in daily briefings held in the EOC to determine any unmet needs <br /> assistance for the county and its municipalities. <br /> C. Coordinating with state and federal representatives regarding unmet needs <br /> activities. <br /> d. Ensuring appropriate information is provided to ESF#14(Public Information) <br /> about unmet needs activities. <br /> H. Emergency/Temporary Housing Strategy <br /> Following a disaster, temporary housing such as rental units or mobile homes may be <br /> needed beyond the period of emergency shelters to accommodate those made homeless <br /> by the disaster. Indian River County governmental and non-governmental relief will be <br /> provided within their capabilities. Additional resources may be required from State or <br /> Federal governments. The Emergency Management Director, and/or his designee,will act <br /> as the housing coordinator and liaison with their state counterpart and be responsible for <br /> administering and maintaining the strategy. <br /> Indian River Cares is a Long Term Recovery Program that was established in Indian River <br /> County following the hurricanes of 2004. The program is dormant during non-disaster <br /> times, however, is activated during a disaster. It is a non-profit group initiated by FEMA to <br /> Indian River County Comprehensive Emergency Management Plan Annex IA- Page 24 <br />
