ANNEX IA: RECOVERY FUNCTIONS <br /> I. INTRODUCTION/TRANSITION FROM RESPONSE TO RECOVERY <br /> The Florida Comprehensive Emergency Management Plan (CEMP) and Indian <br /> River County's CEMP is constructed in Emergency Support Functions consistent <br /> with the Florida Response Plan. All ESFs within the CEMP are considered to be all- <br /> hazard and to provide guidance for the mitigation, preparedness, response to and <br /> recovery from any disaster to which the State or Indian River County is vulnerable. <br /> The recovery section establishes support for local government efforts to restore <br /> essential public and social services following a disaster. Much of this support <br /> involves the coordination and administration of state and federal disaster <br /> assistance. <br /> As Response activities begin to taper off and non-life safety issues can begin to be <br /> addressed, the operational focus begins to shift from Response to Recovery. It is <br /> critical that the transition from Response to Recovery be smooth and as seamless <br /> as possible. When the volume of Response oriented requests has or is in the <br /> process of decreasing and the volume of Recovery oriented requests have or are in <br /> the process of becoming the primary focus of EOC Operations, the Emergency <br /> Management Director will be responsible for coordinating all short-term recovery <br /> efforts. This coordination will include activating and managing the emergency <br /> operations center activities for recovery, providing liaison activities with the Disaster <br /> Field Office and state recovery staff, and coordinating recovery activities with the <br /> municipalities and the State. This will be accomplished by assuring that all <br /> municipal leaders are invited to participate in all meetings related to the recovery <br /> process. The County recovery activities would be much the same for a declared <br /> disaster and undeclared disaster. <br /> II. GENERAL <br /> A. This Annex provides a cohesive and consistent foundation for successful <br /> short-term recovery of the County and is linked to the Indian River County <br /> Post Disaster Redevelopment Plan. The Indian River County Emergency <br /> Management Division will be responsible for coordinating recovery efforts for <br /> the county, including the identification of financial assistance program <br /> availability (see Attachment 18). <br /> B. In addition to all county department heads and the support functions of the <br /> designated ESFs, the following agencies may have support roles and be <br /> involved in the recovery activities for the county: <br /> 1. Florida Department of Labor & Employment Security <br /> Provides assistance and information to disaster victims about <br /> unemployment compensation and disaster unemployment assistance. <br /> Indian River County Comprehensive Emergency Management Plan Annex IA- Page 1 <br />
