ANNEX IV: DAMAGE ASSESSMENT/DISASTER ASSISTANCE <br /> I. INTRODUCTION <br /> In the event of a major disaster or emergency in Indian River County, we <br /> must provide the initial response and assistance. However, there are <br /> instances when a disaster is of a magnitude which is greater than the <br /> resources of local government can handle. In the event of such an <br /> emergency, the Florida Division of Emergency Management is the state <br /> agency that local governments can contact to begin the process of <br /> securing supplemental state and federal disaster assistance. <br /> For the sequence of events leading to a Presidential Declaration, see the <br /> chart attached to this document and identified as Figure 1. Please see <br /> Appendix C of the CEMP for the EOC Standard Operating Guidelines. <br /> There are three types of damage assessment— <br /> • Initial Damage Assessment— Focuses on life safety, hazards and <br /> critical needs. <br /> • Preliminary Damage Assessment— Provides a rough estimate of <br /> the extent and location of damages. <br /> • Joint Preliminary Damage Assessment—A local-state-federal <br /> damage evaluation that is used to determine the magnitude and <br /> impact of an event's damage. <br /> II. SEQUENCE OF EVENTS LEADING TO A PRESIDENTIAL <br /> DECLARATION <br /> A. INITIAL DAMAGE ASSESSMENT <br /> Immediately following a disaster, initial damage assessment must be <br /> performed. This assessment will focus on life safety, hazards and <br /> critical needs. It will assess what resources are necessary to conduct <br /> life-saving and life-sustaining operations during the emergency <br /> response phase of a disaster. This assessment commenced as soon <br /> as conditions are deemed safe for public safety first responders and <br /> usually completed within the first 8-hours following an incident. <br /> When all information has been collected, it will be transmitted to the <br /> state DEM via EM Constellation. <br /> Indian River County Comprehensive Emergency Management Plan Annex III - Page 2 <br />
