• Provide strategies to ensure that adequate staffing plans exist <br /> for all shelters, including medical and security personnel; <br /> • Establish model shelter guidelines for operations, <br /> registration, inventory, power generation capability, <br /> information management, and staffing; and <br /> • Set forth policy guidance for sheltering people with special <br /> needs. <br /> 111. SCOPE <br /> The Shelter Plan addresses direction and control activities and summarizes the <br /> major operational activities of an evacuation involving public sheltering. <br /> In July of 1989, the Indian River County Department of Emergency Services formed <br /> a committee to address people with special medical needs. Since then, the goal of <br /> the Special Needs Shelter Program is to provide a safe place for persons requiring <br /> medical assistance to temporarily shelter during an evacuation from either a man- <br /> made or natural disaster, rather than inundating local hospitals with a large number <br /> of people that a specially equipped and staffed shelter could adequately handle. <br /> Candidates for the Special Needs Shelter are encouraged to register with our office <br /> in advance. Currently, we have approximately 500 registrants for the Special Needs <br /> Shelter. For more detailed information on Special Needs, refer to ESF #8 (Public <br /> Health) and Attachment #6 of this document (Indian River County Special Needs <br /> Shelter Plan). For specific detail on the Special Needs Shelter registration process, <br /> see the Indian River County Transportation/Special Needs Shelter Client <br /> Registration Process. <br /> IV. AUTHORITY <br /> Chapter 252, Florida Statutes provides that during a declared state or local <br /> emergency and upon the request of the director of a local emergency management <br /> agency, the district school board shall participate in emergency management by <br /> providing facilities and necessary personnel to staff such facilities. Each school <br /> board providing transportation assistance in an emergency evacuation shall <br /> coordinate the use of its vehicles and personnel with the local emergency <br /> management agency. <br /> Indian River County Comprehensive Emergency Management Plan Annex IV- Page 2 <br />
