IV. CONCEPT OF OPERATION <br /> A. Basic Policies and General Principles <br /> In the event of manmade or natural emergencies, the Emergency Services <br /> emergency communications systems adhere to policies and principles as <br /> follows: <br /> 1. Common Carrier (telephone) is the primary system for intra-county <br /> communications. The Amateur or Citizens Band Radio Systems are <br /> used for common carrier backup. <br /> 2. In addition to normal duties, each County department/agency has an <br /> assigned Emergency Management communications'responsibility as <br /> follows: <br /> (1) I.R. County Sheriff's Office <br /> • Communications for law & order <br /> • Radiological defense (RADEF) <br /> • Other emergencies/disasters as needed <br /> (2) I.R.
