State RACES Communicators <br /> The State RACES communicator shall be at, or in direct <br /> communication with, the Indian River County Emergency Operations <br /> Center(EOC). The selected representative designated by the county <br /> will participate in the statewide tests conducted Monday through <br /> Friday. (Only one communicator will represent the county during each <br /> test.) <br /> 5. Indian River County Department of Emergency Services <br /> The Indian River County Department of Emergency Services is the <br /> responsible local government agency designated by the State <br /> Emergency Management Act to serve an entire county in support of <br /> the state and county Comprehensive Emergency Management Plans <br /> (CEMP) and programs. <br /> 6. Radio Amateur Civil Emergency Services (RACES) <br /> A radio communication service conducted by volunteer licensed <br /> amateur radio operators, providing emergency radio communications <br /> to county or state emergency management organizations. <br /> 7.
