II. GENERAL <br /> A. Definitions and Terms <br /> 1. "Communications", as used herein, apply to the necessary functions <br /> and facilities needed for maintaining effective two-way <br /> communications between the Emergency Services Director, his/her <br /> staff, County/City Governments and Districts, and State Emergency <br /> Management Organizations. <br /> 2. Emergency Services"Disaster Communications" refer to situations <br /> in which resources are overtaxed and well planned coordination is <br /> required to contend with the circumstances. The capability may not be <br /> present within the local government to cope with the activities. <br /> 3. Emergency Services "Emergency Communications" refer to <br /> situations out of the ordinary which require immediate action on the <br /> part of one or more agencies. The capability is present within the local <br /> government to cope with this situation. <br /> 4. EOC <br /> Emergency Operation Center. The headquarters for communications <br /> inside Indian River County located at the Emergency Management <br /> Center. <br /> 5. FDEM <br /> Florida Division of Emergency Management <br /> 6. FEMA <br /> Federal Emergency Management Agency <br /> 7. MARS <br /> Military Affiliated Radio Service <br /> 8. MOA <br /> Memorandum of Understanding <br /> 9. NCS <br /> Net Control Station. During the hurricane, NCS will be at the EOC <br /> and all stations will check in and out through the NCS.
