In 2005 the building at 1015 Commerce Avenue was sold to I AM <br />Ministries Inc. and became the homeless shelter known as The Source. According <br />to staff, sometime in 2005 an application was made for both water and sewer <br />service through the county utility department. Both water and sewer were <br />connected. The water impact fee was paid and water bills have been invoiced <br />since 2005. However, for reasons unknown, the sewer impact fee was never <br />collected, nor was the sewer service invoiced. While staff has researched this, <br />many of the principals in the utility department in 2005 are no longer with the <br />department making it difficult to unravel the mystery. However this was a time of <br />post -hurricane and real estate boom activity, and could have just fallen through the <br />cracks. <br />A recent request for service from The Source led to the discovery on the non - <br />billing and the Utility department has presented a bill to The Source for the <br />following: <br />Impact fee <br />Deposit <br />Sewer line in ROW <br />Additional deposit <br />Total <br />5 ERU's at $2,796.00 each <br />5 at $50.00 each <br />125 linear feet at $15.77 per foot <br />1 at $25.00 <br />$13,980 <br />$250.00 <br />$1972.25 <br />$25.00 <br />$16,227.25 <br />90 <br />
