Health Insurance - Summary of Cost Saving Recommendations <br />(memorandum dated April 27, 2016) 154-162 <br />------------------------------------------------------------------------------------------------------ <br />The Board shared that correspondence had been received <br />from the International Association of Fire Fighters (IAFF) <br />and members of the Indian River County Sheriff's <br />Department regarding the inability to attend discussions <br />today because of a conflict; and that they wished to have an <br />opportunity to provide input on this subject. The Board <br />agreed to move forward with discussions as scheduled today <br />and defer any decisions until those who are not able to attend <br />have had a chance to speak on the matter. <br />Management and Budget Director Jason Brown recalled the <br />meeting of February 9, 2016, where various options and <br />alternatives regarding the losses to the County's Health <br />Insurance Fund were discussed. Based on the direction <br />provided from the February 9, 2016 Board meeting, staff <br />developed a two-year plan of adjustments to the County's <br />Health Insurance Program to address the current shortfall, in <br />order to ensure the long-term stability of the County health <br />plan. Human Resource Manager Sheila O'Sullivan; Benefit <br />and Payroll Administrator, Ann Rankin; County Insurance <br />Broker Christian Bergstrom, from The Gehring Group, and <br />Assistant Management and Budget Director Mike Smykowski <br />were present while Director Brown gave a PowerPoint <br />Presentation detailing healthcare expenditures, new <br />programs, proposed changes, and the savings involved with <br />moving from the current Blue Choice Plan to a Blue Options <br />Plan. <br />A discussion ensued regarding: (1) providing different <br />options for health care coverage for employees; (2) changes <br />that might adversely affect the County's "grandfather status" <br />and Obamacare; (3) the recommendation of a policy to split <br />the premium for single coverage to 90% County/10% <br />Board of County Commission Meeting <br />June 14, 2016 Page 6 <br />
