Time and Place (Second Resolution) <br />RESOLUTION NO. 2016-_aL3 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, SETTING A TIME AND PLACE <br />AT WHICH THE OWNERS OF PROPERTIES FROM 1501 EAGLES <br />CIRCLE TO AND INCLUDING 1581 EAGLES CIRCLE AND 1532 <br />ERICA'S WAY, WITHIN THE SUBDIVISION OF FISCHER LAKE <br />ISLAND, PHASES ONE, TWO, THREE, FOUR, FIVE, SIX AND <br />REPLAT OF A PORTION OF SEVEN, LOCATED WITHIN THE CITY <br />OF SEBASTIAN, IN INDIAN RIVER COUNTY, FLORIDA, AND OTHER <br />INTERESTED PERSONS, MAY APPEAR BEFORE THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY AND BE <br />HEARD AS TO THE PROPRIETY AND ADVISABILITY OF <br />CONSTRUCTING THE WATER MAIN EXTENSION, AS TO THE COST <br />THEREOF, AS TO THE MANNER OF PAYMENT THEREFOR, AND AS <br />TO THE AMOUNT THEREOF TO BE SPECIALLY ASSESSED <br />AGAINST EACH PROPERTY BENEFITED THEREBY. <br />WHEREAS, the Board of County Commissioners of Indian River County has, by <br />Resolution No. 2016-=, determined that it is necessary for the public welfare of the <br />citizens of the County, and particularly as to those living, working, and owning property <br />within the area described hereinafter, that a waterline be installed from 1501 Eagles Circle <br />to and including 1581 Eagles Circle and 1532 Erica's Way within the subdivision of <br />Fischer Lake Island, Phases One, Two, Three, Four, Five, Six and Replat of a portion of <br />Seven, located within the City of Sebastian in Indian River County, Florida, to serve 60 <br />parcels ("Improvements"); and <br />WHEREAS, as access to water provides an equal benefit to each property served, <br />the assessment will be equal per parcel; and <br />WHEREAS, it has been determined that the cost to be specially assessed with <br />respect thereto shall be $486,424.20 or $8,107.07 per parcel; and <br />WHEREAS, the Board of County Commissioners has caused an assessment roll <br />to be completed and filed with the Clerk to the Board; and <br />WHEREAS, Section 206.06 of The Code of Indian River County provides that the <br />Board of County Commissioners shall fix a time and place at which the owners of the <br />specially benefited properties to be specially assessed or any other persons interested <br />therein may appear before the Board of County Commissioners and be heard as to the <br />propriety and advisability of constructing such water main extension, as to the cost <br />
