Time and Place (Second Resolution) <br />RESOLUTION NO. 2016- nm <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, SETTING A TIME AND PLACE <br />AT WHICH THE OWNERS OF PROPERTIES FROM 2000 TO AND <br />INCLUDING 2066 42ND PLACE AND INCLUDING 4206, 4216, 4220, <br />4230, 4240, 4250, AND 4260 20TH AVENUE WITHIN PINSON <br />SUBDIVISION, AND INCLUDING 2226 42ND STREET IN INDIAN <br />RIVER COUNTY, FLORIDA, AND OTHER INTERESTED PERSONS, <br />MAY APPEAR BEFORE THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY AND BE HEARD AS <br />TO THE PROPRIETY AND ADVISABILITY OF CONSTRUCTING THE <br />WATER MAIN EXTENSION, AS TO THE COST THEREOF, AS TO THE <br />MANNER OF PAYMENT THEREFOR, AND AS TO THE AMOUNT <br />THEREOF TO BE SPECIALLY ASSESSED AGAINST EACH <br />PROPERTY BENEFITED THEREBY. <br />WHEREAS, the Board of County Commissioners of Indian River County has, by <br />Resolution No. 2016- o74 , determined that it is necessary for the public welfare of the <br />citizens of the County, and particularly as to those living, working, and owning property <br />within the area described hereinafter, that a waterline be installed from 2000 to and <br />including 2066 42nd Place and including 4206, 4216, 4220, 4230, 4240, 4250, and 4260 <br />20th Avenue within Pinson Subdivision, and including 2226 42nd Street in Indian River <br />County, Florida, to serve 15 parcels ("Improvements"); and <br />WHEREAS, based upon the current uses, sizes, zoning and development potential of <br />the parcels, each parcel is equally benefited by the provision of water, and thus the assessment <br />will be equal per parcel; and <br />WHEREAS, it has been determined that the cost to be specially assessed with <br />respect thereto shall be $48,406.95 or $3,227.13 per parcel; and <br />WHEREAS, the Board of County Commissioners has caused an assessment roll <br />to be completed and filed with the Clerk to the Board; and <br />WHEREAS, Section 206.06 of The Code of Indian River County provides that the <br />Board of County Commissioners shall fix a time and place at which the owners of the <br />specially benefited properties to be specially assessed or any other persons interested <br />therein may appear before the Board of County Commissioners and be heard as to the <br />propriety and advisability of constructing such water main extension, as to the cost <br />thereof, as to the manner of payment therefor, and as to the amount thereof to be <br />assessed against each property benefited thereby, <br />
