Reinvestment Grant#RFA06H16GS1 <br /> Working Draft <br /> Intercept 1 — Law Enforcement/ Emergency services <br /> Intercept 2 — Initial detention / Initial court hearings <br /> Intercept 3 —Jails/courts <br /> Intercept 4— Re-entry <br /> Intercept 5 — Community corrections / Community support <br /> It was determined for the startup of IRCMHC that the best intercept point to affect <br /> change would be post booking at Intercept 2; and, at any time thereafter, through <br /> Intercepts 3, 4, and 5. Intercept 2 became the focus, because: (1) established <br /> collaborations and cooperation already existed with agencies that were involved with <br /> mentally ill afterthey had been arrested; and, (2) the personnel who were interacting with <br /> the mentally ill after the booking process were better trained to identify and divert the <br /> mentally ill from the traditional court setting. Therefore, IRCMHC Program intercepts <br /> arrested persons primarily at jail bookings, initial detention and initial hearings, and <br /> through attorney referrals. <br /> 3.8.5.3.3.7 How law enforcement will assess their current process at intercept points, capacity, and how <br /> they intend to implement or expand diversion initiatives(e.g., processes,training,etc.); and <br /> Law Enforcement is interactive with potential MHC participants at Intercept points 1 and <br /> 2; therefore, will assess the individuals and implement or expand diversion initiatives in <br /> the following ways: <br /> Intercept 1 — Law Enforcement/ Emergency services: <br /> Indian River County Sheriff's Office would like to increase their number of Crisis <br /> Intervention Team (CIT) trained officers to help them decrease the number of arrests of <br /> individuals with mental illness. CIT trains officers to understand mental illness and <br /> provides them with tools needed to assess, de-escalate and refer/transport people <br /> experiencing crisis to stabilization centers. The predictive impact with having more <br /> officers CIT trained is: <br /> 1. Crisis response is immediate. <br /> 2. Officers are better trained and educated in verbal de-escalation techniques. <br /> 3. Officer and consumer injuries during crisis events decline. <br /> 4. Underserved consumers are identified by officers and provided with care. <br /> 5. Increase in pre-arrest diversion of mentally ill from the criminal justice system. <br /> Indian River County currently has 267 law enforcement officers trained and certified, the <br /> break down includes: Indian River Sheriffs Office (185); Vero Beach Police Department <br /> (50); Sebastian Police Department (28); and, Fellsmere Police Department (4). One of <br /> the goals with this project will be to provide CIT training for 30 law enforcement officers <br /> each year of the grant; adding a total of 90 additional CIT trained officers in Indian River <br /> County. <br /> Mobile Crisis Team (MCT) can be utilized at both Intercept 1 and Intercept 5 to divert <br /> mentally ill from the criminal justice system. *See Intercept 5 for details on our local MCT. <br /> Intercept 2— Initial detention / Initial court hearings: <br /> Page 15 of 33 <br />
