Cox, P.E.QRG <br />Civil Engineer <br />SUBJECT: <br />REFERENCE: <br />DATE: <br />Request for Floodplain Cut and Fill Balance Waiver for <br />Krovocheck Wetland Resources Permit <br />Project No. 91050151 <br />June 30, 1992 <br />DESCRIPTION AND CONDITIONS <br />CONSENT„AGENDA <br />Peterson & Votapka, Inc., on behalf of Mr. Jack Krovocheck is <br />requesting a waiver of the floodplain cut and fill balance <br />requirements of Section 930.07(2)(d) of the Stormwater Management <br />and Flood Protection Ordinance. A County Wetlands Resource Permit <br />for filling 0.28 acres of wetlands/deepwater habitat was issued on <br />February 4, 1992 with the condition that a cut and fill waiver be <br />obtained prior to beginning construction. <br />Necessary permits have also been approved by S.J.R.W.M.D. and the <br />Army Corps of Engineers. The special flood hazard areas inundated <br />by the 100 year flood on this site area are in Zone AE with 5, 6 <br />and 7 ft. N.G.V.D. base flood elevations. The ten year F.E.M.A. <br />flood elevation is 3.3 ft. The attached letter from Peterson & <br />Votapka indicates the total displacement of the floodplain below <br />elevation 4.0 ft for which a waiver is required is 865 cubic yards. <br />ALTERNATIVES AND ANALYSIS <br />The proposed filling meets the waiver criteria provided in Section <br />930.07(2)(d)l. of being in an estuarine environment, and not <br />creating a material adverse impact on flood protection of other <br />lands in the estuarine environment. No other requirements of the <br />Stormwater Management and Flood Protection chapter need to be met <br />since the Wetlands Resources Permit is limited to placing fill, <br />dredging bottom lands, planting littoral zone vegetation, and <br />removal of nuisance exotic vegetation. An additional floodplain <br />cut and fill waiver may be needed at the time a Land Development <br />Permit Application -is made for construction of subdivision <br />improvements on the site. <br />16 <br />
