CHASTA I <br />AND STAFFED MANAGER OF ASS PROJECTS <br />BY: DEPARTMENT OF ITY SERVICES <br />SUBJECT: COURTSIDE SUBDIVISION - 38TH SQUARE, S.W. <br />WATER SERVICE PROJECT - RESOLUTION III <br />PUBLIC HEARING <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -02 -DS <br />BACKGROUND <br />On June 16, 1992, the Indian River County Board of County <br />Commissioners approved Resolution I (92-84) and Resolution II <br />(92-85). Resolution I contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(92-84) was published in the Vero Beach PRESS JOURNAL on June 22, <br />1992. (See attached agenda item and minutes of the above meeting.) <br />ANALYSIS <br />Design of the water distribution system is complete. An <br />informational meeting was held with the property owners on June 23, <br />1992. The cost per square foot is $0.10326421778, and the project <br />will serve 29 properties on 38th Square, S.W.. Approval of the <br />attached Resolution III will confirm and approve the preliminary <br />assessment. <br />The attached map displays the area to benefit from the assessment <br />project. The total estimated cost to be assessed is $64,365.00. <br />This project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will <br />be through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Sandy Brown, 430 38th Square S.W., came before the Board and <br />spoke in favor of the water project. She said she and her <br />neighbors have wanted this water service for some time and urged <br />the Board to approve this project. <br />W <br />
