Mr. Arthur Eisdorfer, HOA President of the Isles at Waterway Village, <br />which was the first phase of the proposed development, spoke regarding lessons <br />learned since their community was constructed. He detailed issues relating to <br />grading between homes, yard drains and landscaping species and locations . He <br />stressed that there is opportunity to design better in the future. <br />Mr. McCoy responded that he would provide copies of Mr. Eisdorfer's <br />comments to the developer's representative as well as the County's engineering <br />department for use in evaluating future designs and practices, particularly where <br />landscape material is involved. <br />Stan Boling, Community Development Director, added that it usually takes <br />a number of years before a developer turns a property over to a homeowner's <br />association so landscaping issues tend to show up and get resolved in the <br />interim. He assured Mr. Eisdorfer that his comments would be taken to heart by <br />staff when making future recommendations to the project landscape professional. <br />ON MOTION BY Mr. Stewart, SECONDED BY Dr. <br />Day, the members voted unanimously (5-0) to <br />approve staff recommendations on this Quasi - <br />Judicial matter. <br />Public Hearing <br />William Schutt, Senior Economic Development Planner, discussed the <br />County initiated request to amend the text of several elements of the County's <br />Comprehensive Plan. He first educated the Commission as to the County's <br />process and timeline for processing the proposed amendments and then detailed <br />the actual proposed changes. The proposed amendments pertain to future land <br />use, solid waste, transportation, economic development and recreation and open <br />space elements and sub -elements. <br />A discussion ensued concerning clarification of several of the proposed <br />amendments. <br />ON MOTION BY Dr. Day, SECONDED BY Mr. <br />Rednour, the members voted unanimously (5-0) to <br />approve staff recommendations on this Legislative <br />matter. <br />Commissioner's Matters <br />There were none. <br />Attachment 2 <br />PZC/Unapproved 3 Aprii 14, 2016 <br />FABCC\AII Comm ittees\P&Z\2016—AGENDAS & MINUTES\PZC 041416.doc <br />136 <br />
