<br />HONORING JOSEPH A. BAIRD ON HIS RETIREMENT FROM
<br />INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS
<br />OFFICE OF THE COUNTY A DMINIS TRA TOR
<br />WHEREAS, Joseph Baird retires from his position as Indian River County's County
<br />Administrator effective June 30, 2016; and
<br />WHEREAS, Joseph Baird began his career with Indian River County as a Staff Accountant for
<br />the Indian River County Clerk of the Circuit Court in 1981. In 1982, he began working for the
<br />Board of County Commissioners as the Assistant Utilities Manager, and in 1983 was promoted
<br />to Assistant Utilities Director/Financial Manager. In 1985, Joseph Baird was promoted to
<br />Budget Director, and in 2000 was promoted to Assistant County Administrator. In November of
<br />2003) he was named Acting County Administrator, and in March of 2004, was named County
<br />Administrator. As County Administrator, Joseph Baird has been responsible for a total annual
<br />budget of $280, 000, 000. 00) all County Departments, and directing a staff of over 750 employees;
<br />and
<br />WHEREAS, Joseph Baird worked on Indian River County's first Consolidated Annual Financial
<br />Report, and was awarded the first Indian River County Distinguished Budget Presentation
<br />Award from the Government Finance Officers Association of the United States and Canada. The
<br />County has continued to receive the Distinguished Budget Presentation Award annually for
<br />twenty-five years. Indian River County was non -rated by the rating agencies for debt issuance,
<br />and under Joseph Baird's direction became A rated and now is Triple A rated by the
<br />independent rating agency, and
<br />WHEREAS, during his tenure, Joseph Baird was involved in the negotiation and purchase of the
<br />Lost Tree Islands, the Retention of Piper Aircraft, Expansion of Utilities Services, Creation of
<br />the Emergency Services District, Establishment of the Optional Sales Tax for Capital Projects,
<br />Establishment of the Tourist Tax Levy and the Tourist Development Council, Consolidation of
<br />Fire Rescue and Advanced Life Support, Creation of the Solid Waste Disposal District,
<br />Economic Development, Hurricane Recovery in 2004 and 2005, Award of Green Designation to
<br />Indian River County, and Implementation of Single Stream Recycling; and
<br />WHEREAS, Joseph Baird worked on many projects such as the Main Library, Jail, Sheriff's
<br />Administration Building, North County Library, Health Department Building, Fairgrounds
<br />Expansion, Joint Fleet Management and Fueling Depot Facility with IRC School District,
<br />Judicial/Courthouse Complex, Indian River County West Complex at 43rd Avenue including the
<br />Emergency Operations Center, Supervisor of Elections Office, and Utilities Operations Center,
<br />Administration Complex, Parks Maintenance Complex, Brackett Library, Road and Bridge
<br />Complex, Indian River Transit Go -Line Facility, Numerous new and re -built Fire Station
<br />Facilities, Rockridge Sewer Project, Establishment of a county -wide Enterprise GIS System, and
<br />the innovative Spoonbill Marsh, Egret Marsh, and Osprey Acres projects; and
