• Vacation Rental Committee (STVRAC) <br />The STVRAC met six times from October 2015 — March 2016 at monthly meetings centered around <br />specific vacation rental topics. Meeting packets and notices were sent to a number of interested <br />participants as well as committee members. All committee.agendas, meeting materials, staff reports, <br />minutes, and meeting videos remain available on the county website. <br />Topics and information reviewed or considered by the committee included the following: <br />October 2015 <br />• Committee purpose and charge from the BCC <br />• Background and introduction of vacation rental issues <br />• Identification of potential regulation topics and committee schedule <br />November 2015 <br />• Parking regulations and commercial event prohibition already <br />adopted by BCC <br />• Establishment of a local license and tax compliance <br />0 Monroe County Regulations, Moorings Committee <br />Recommendations, Noise Regulations, Boat/watercraft <br />Regulations, Polk County Rental Guide <br />• Vacation rentals in mixed use projects <br />December 2015 <br />• Fire safety requirements and occupancy limits <br />• Septic sstem standards and compliance <br />January 2016 <br />• Homestead Exemption and Property Appraiser assessments <br />• Economic impact information <br />• Occupancy limits, HUD Fair Housing occupancy guidelines <br />• Fines and citations <br />February 2016 <br />• Occupancy limits <br />• Inspections and length of local license <br />March 2016 <br />• Local license violation fine <br />• Recommended ordinance and reconsideration of occupancy limits <br />• Staff progress report to BCC after adoption of new ordinance <br />As part of concluding its assigned tasks, the committee made three recommendations to the Board: <br />adoption of a vacation rental ordinance, adoption of a new schedule of significant fines/citations for <br />vacation rental violations, and staff presentation of an evaluation/progress report to the Board one <br />year after adoption of the ordinance. <br />• Proposed Vacation Rental Ordinance <br />At its April 12, 2016 meeting, the Board of County Commissioners reviewed the ordinance <br />recommended by the STVRAC and indicated that changes were needed with respect to occupancy <br />limits and consistency with health department septic tank/drainfield system requirements, where <br />applicable (see attachment 7). The proposed ordinance reflects the regulations recommended by the <br />STRVAC with two changes: revised occupancy limits and additional regulations for units with <br />septic tank/drainfield systems. Those changes are described in more detail later in this report.
