2. Require a license for each vacation rental unit, subject to an inspection of the unit by a <br />county code enforcement officer prior to issuance of a license or license renewal. <br />Rationale: State licensing for vacation rentals can be set up with multiple units covered <br />under one license when such units are held under single ownership. Staff believes, however, <br />that for the county license, a better approach is needed, as proposed. That approach requires <br />a separate license for each vacation rental unit. That requirement is appropriate for ease of <br />tracking compliance of an individual unit, since inspections and investigations for violations <br />including notices/warnings, citations, and fines (if any) will be handled on an individual unit <br />basis. <br />3. Establish license application submittal requirements including rental unit manager <br />contact information; evidence of a state license, local Business Tax Receipt, and local <br />tourist tax account; parking information; verification of state license fire protection <br />items (smoke alarms, emergency lighting, fire extinguisher); acknowledgement of <br />various county regulations on parking, noise, nuisances, environmental and safety <br />regulations, and fines/citations. <br />Rationale: One key component for swiftly resolving complaints and correcting problems <br />at a rental unit will involve the ability of a code enforcement officer to contact the unit <br />manager at any time. Consequently, it is essential to require every licensee to provide <br />manager contact information and to keep that information up to date. Through the other <br />proposed application submittal items described above, staff will be able to verify <br />compliance with state licensing requirements and local tax obligations. Finally, the <br />proposed requirement for applicants to formally acknowledge county vacation <br />regulations will effectively inform each applicant and put them "on notice" with respect <br />to county requirements and unit owner obligations. <br />4. Establish special vacation rental regulations that include: <br />a. Posting or displaying specific safety and "good neighbor" information in the <br />rental unit. <br />Rationale: This proposed requirement will provide convenient notice to every renter as <br />to key county requirements and renter obligations. In addition, through this requirement, <br />useful public information will be provided to renters. <br />b. Parking regulations specific to vacation rentals (references regulations <br />previously adopted) <br />Rationale: This proposed regulation simply references the existing vacation rental <br />special parking regulations, codified elsewhere, which will remain in force. <br />c.
