12. DEPARTMENTAL MATTERS <br />A. Community Development <br />1.0::11 1. Consideration of Recommendations from the Short Term Vacation <br />11.111. Rental Advisory Committee (STVRAC) <br />(memorandum dated March 29, 2016) 151-173 <br />----------------------------------------------------- ------ ------ 51.173 <br />County Attorney Reingold announced that the County could <br />not. adopt an Ordinance or a regulation that: prohibits vacation <br />rentals and that the .Board would not he taking final action on <br />this "ratter at. this meeting. <br />Community Development Director Stan Boling Save a brief <br />history of Short Term Vacation rentals and reviewed the <br />recommendations by the Short Term Vacation Rental Advisory <br />Committee (STNfRAQ as follows: (1) that additional vacation <br />rental regulations were needed; (2) keep ""changed "vacation <br />rental" definition, prohibition on commercial events at <br />residence; and (3) vacation rental parking limitations. Ile added <br />that the STVRAC proposed (lie following three items for <br />consideration by the Board: <br />1. Proposed Vacation Rental Ordinance <br />2. Proposed.schedtile of lines/citations for violation of vacation <br />rental and commercial event at residence violations <br />3. 1Zecommend "progress report" one (1) year after adoption <br />of Vacation Rental Ordinance <br />fIe proposed the Board direct staff to: (1) initiate the formal <br />process to amend the Land Development Regulations; (2) <br />present a tines/citations resolution; and (3) present a formal <br />motion on "progress report" at time ot'LDR hearing. <br />A question was raised whether the County could look at an <br />individual's short term rental license and match up the sales tax <br />revenue. <br />Cleric of Circuit Court and Comptroller Jeff Smith replied he <br />would be bringing to the Board a recommendation to sign a <br />contract with the State of Florida to share information on those <br />NN -ho have short term rental licenses in order to collect the <br />tourist tax revenue; however, it had both its advantages and <br />disadvantages and he was investigating how to proceed. lie said <br />the State would notify the Clerk if a license was executed for a <br />short term rental and Ire would be monitoring it. 71e pointed <br />out that the Clett of Courts had the authority to require the <br />licensee to bring in their hooks and records to be audited. <br />Board of County Commission Minutes Page 8 <br />April 12, 2016 <br />Attachment 7 151 <br />
