EXECUTIVE SUMMARY (CONTINUED) <br />owned and dedicated to the County, the County could apply for stormwater grants for <br />paving or utilize gas tax revenue, 1 -cent local option sales tax revenue, or similar revenue. <br />After the improvements are constructed, a maintenance agreement could apply similar to <br />the agreement currently in place with the Fellsmere Farms Water Control District. If the <br />right-of-way were dedicated to the County, the maintenance would be absorbed into the <br />Road & Bridge Division program without a maintenance agreement. The cost to maintain <br />an unpaved roadway is $2,000-$3,000 per mile, per year. <br />Implementation —If the Board approves the study, staff would notify those property owners, <br />which have requested County maintenance of the above program. A petition process <br />would be initiated and if 100% of the effected property owners consent, right-of-way <br />acquisition (by donation) would proceed, if necessary. After right-of-way is acquired, a <br />preliminary design would proceed, from which a road improvement estimate is prepared. <br />The limits of the benefited area would be defined for special assessment or MSBU <br />hearings. Assessment rolls or MSBU Ordinances will then be brought to the Board for <br />approval.
