Zito, Assistant County Administrator <br />From: Mike Redstone, Recreation Manager <br />Subject: First Amendment and Renewal of Concessionaire License Agreement for Food <br />Concession Services with Treasure Coast Consulting, Inc. d/b/a Treasure Coast <br />Concession <br />BACKGROUND: <br />On July 1, 2014, following the issuance of a Request for Quotation/Proposal, the County entered <br />into a Concessionaire License Agreement with Treasure Coast Concessions to provide concession <br />services at the North County Aquatic Center, Indian River County Public Shooting Range, Golden <br />Sands Park and other real property that may be designated in the County's sole discretion. The <br />Agreement has a duration of 2 years with two (2) one-year renewal options. County Staff preferred <br />not to include an automatic renewal provision in the Agreement. The Agreement allows the <br />County to sell some concessions directly, or when Treasure Coast is not on site. The parties now <br />seek to renew the Concessionaire License Agreement with Treasure Coast Concession as amended <br />under similar terms and conditions through the end of the first renewal period to expire on July 1, <br />2017. <br />ANALYSIS AND ALTERNATIVES: <br />During the current term, Staff has been pleased with the quality and presentation of a variety of <br />concession products offered to the public visiting the North County Aquatic Center and other <br />County venues. The ability to provide a hot menu with a variety of condiments ensures a higher <br />level of service to the public. <br />Under the terms of the Agreement, the County receives 20% of the daily gross receipts with no <br />overhead. For special events, the County receives revenue of 20% of the gross daily receipts up to <br />$2,500 and 25% for receipts above that amount. The County also continues to maintain the right <br />to sell "slushies," which have been a customer favorite over the years.
