DeBlois,AICP� <br /> Chief, Environmental Planning <br /> DATE: July 5,2016 <br /> RE: Approval of State Sovereignty Submerged Lands Fee Waived Lease 5-Year <br /> Renewal for the Archie Smith Fish House <br /> It is requested that the Board of County Commissioners formally consider the following information at <br /> the Board's regular meeting of July 12, 2016. <br /> DESCRIPTION AND CONDITIONS <br /> In January 2007, the Board of County Commissioners acquired the historic Archie Smith Fish House <br /> under the County's environmental lands program. The subject waterfront property consists of <br /> approximately 1.15 acres located north of the intersection of Jackson Street and Indian River Drive in the <br /> City of Sebastian. <br /> The property includes a dock and icehouse (currently in disrepair) extending over sovereign submerged <br /> lands of the Indian River Lagoon. Because the submerged lands are state sovereign lands, the County <br /> executed a sovereignty submerged lands lease with the State (Board of Trustees of the Internal <br /> Improvement Trust Fund) in conjunction with the property acquisition. The State submerged land lease is <br /> now up for renewal. To that end, attached is a copy of the 5-year lease renewal document for the Board's <br /> approval consideration. <br /> ANALYSIS <br /> Currently, the County has an approved grant from the Florida Inland Navigation District (FIND) for <br /> phased restoration of the Archie Smith Fish House dock. The FIND grant is for dock restoration using <br /> construction plans that the County commissioned under a 2014 historic preservation grant. <br /> As reflected in the lease renewal(and in the previous lease), the lease is for a docking facility with a non- <br /> water dependent historical fish house/shed to be used for mooring of recreational vessels. The lease <br /> renewal is a "fee waived" lease, which reflects public use and forgoes an annual lease fee that would <br /> 1 <br /> 117 <br />
