Brown, County Administrator <br /> From: Cindy Corrente, Finance Manager C <br /> Through: Vincent Burke, Director of Utilities ` <br /> Subject: Approval to Use Invoice Cloud for Merchant Services <br /> DESCRIPTIONS AND CONDITIONS: <br /> The Indian River County Department of Utility Services (IRCDUS) currently uses Trans First as its <br /> merchant provider for E-payment services. In order to utilize E-payment services, we are <br /> confined to working with one of several vendors that are compatible with our utility billing <br /> software. Currently, our customers have the option of viewing and paying their utility bills <br /> online. However, the mobile interface that is currently in place is cumbersome at best. Since <br /> choosing our vendor in 2011, E-services have grown in popularity. With this trend, there are <br /> now better options in place for these services. <br /> ANALYSIS: <br /> Staff considered several options when looking for a more customer friendly E-payment service <br /> provider. In so doing, staff narrowed its choice to Invoice Cloud. Invoice Cloud is a SaaS <br /> (Software as a Service) provider. This means that IRCDUS will never have to do software or <br /> version updates, software version maintenance, or pay annual software maintenance fees. All <br /> interface changes and updates are coordinated behind the scenes between Invoice Cloud and <br /> Harris Advanced Systems, who is our utility billing software provider. Invoice Cloud is a Level <br /> One Payment Data Card Security Standards, or PCI compliant, product. This is a set of <br /> regulations that was established to enhance debit and credit card security. This task could be <br /> daunting for an Information Technologies department. However, using the third party <br /> provider transfers the prime responsibility for this project from IRCDUS to the third party. <br /> Invoice Cloud will enable IRCDUS to provide: <br /> • Multiple customer friendly online payment options <br /> • Simplified enrollment for E-billing <br /> • Multiple mobile payment solutions that are screen optimized contingent on the <br /> device being used (tablet, smart phone, laptop, or desktop) <br /> • The ability to link multiple accounts (for customers with multiple properties) <br /> Page 1 of 3 <br /> 138 <br />
