Daly, Secretary <br />May 27, 2016 <br />Dear County Representative: <br />JUN 0 71016 <br />With the Governor's signing of SB 1322, along with accumulating the number of actual detention <br />days for the past 12 months, the Department. has the data needed to calculate the amounts due <br />from each non -fiscally constrained county for their share of detention costs for the 2016-17 fiscal <br />year. <br />In accordance with Chapter 2016-152, Laws of Florida, "for the 2016-2017 state fiscal year, each <br />county that is not a fiscally constrained county that has taken action fulfilling the intent of this <br />legislation as described in subsection (2) shall pay to the department its annual percentage share of <br />$42.5 million... ". In order to comply with Florida law, each non -fiscally constrained county is <br />billed based on "the total number of detention days for juveniles residing in that county for the <br />most recently completed 12- month period." The Department is using actual youth days from the <br />automated reconciliation system for the period of Mayl, 2015 - April 30, 2016. A copy of the <br />2016-17 Secure Detention Cost Sharing spreadsheet is attached. <br />As prescribed by law, the Department used the $42.5 million and the actual utilization days to <br />• calculate the percentage of usage for each non -fiscally constrained county by dividing the total <br />number of utilization days for each county by the total number of days for juveniles in all counties <br />that are not fiscally constrained during the period referenced above. The individual county's share <br />is calculated by multiplying the county's percentage share of total detention days times the $42.5 <br />million. That total is then divided by twelve to come up with the 2016-17 monthly billable amount <br />for each county. The enclosed 2016-17 Secure Detention Cost Sharing spreadsheet takes the <br />counties' yearly costs and calculates a monthly invoice amount. <br />Your July 2016 invoice is included with this correspondence and reflects the new monthly amount <br />for your county as indicated on the enclosed spreadsheet.
