That action will implement policy 1.5. <br />- Future Land Use Policy 1.8 <br />Future Land Use Policy 1.8 states that certain types of development <br />are permitted within agriculturally designated lands. The Future <br />Land Use Map, as adopted, provides a variety of agricultural <br />designations with varying residential densities. This request will <br />make the appropriate zoning districts for agricultural lands <br />consistent with the corresponding agricultural land use <br />designations, implementing policy 1.8. <br />- Future Land Use Policy 2.5 <br />Future Land Use Policy 2.5 requires the county to utilize its <br />zoning and other regulations to encourage and direct growth into <br />the urban service area. Since this request will rezone areas which <br />are curently inconsistent with the Future Land Use Map, it will <br />encourage development of those lands located within the urban <br />service area. It is staff's position that this request is <br />consistent with Future Land Use Policy 2.5. <br />- Future Land Use Policy 2.6 <br />Policy 2.6 requires all development, except agricultural uses, <br />residential uses with less than .2 units/acre, and recreation - <br />open space uses to be located within the Urban Service area (USA). <br />Currently, there are areas outside of the USA which have an AG -1, <br />Agricultural - 1 land use designation (up to 1 unit/5 acres) but <br />have a zoning designation allowing higher densities. <br />The purpose of this administrative rezoning is to assign the <br />appropriate zoning to each parcel in the county based on the <br />parcel's corresponding land use designation. As such, this request <br />will implement policy 2.6. <br />- Future Land Use Policy 10.6 <br />Similar to Policy 10.5 stated above, Future Land Use Policy 10.6 <br />requires the elimination of inconsistencies between the <br />comprehensive plan and the county's development regulations. The <br />county's Land Development Regulations were adopted on September 11, <br />1990, consistent with policy 10.6. This administrative rezoning <br />will eliminate existing inconsistencies between the current zoning <br />districts and the county's adopted Future Land Use Map. <br />- Future Land Use Policy 16.1./Coastal Management Policy 11.4 <br />Both Future Land Use Policy 16.1 and Coastal Management Policy 11.4 <br />require a maximum density of 3 units/acre for land located in the <br />Coastal High Hazard Zone (CHHZ). The Comprehensive Plan identifies <br />CHHZ areas within the county and assigns a maximum density of 3 <br />units/acre to those areas. Currently, a portion of the north <br />barrier island is zoned for 6 units/acre, but has a land use <br />designation allowing only 3 units/acre. This request will assign <br />a 3 unit/acre zoning district to this part of the county. <br />Therefore, the requested zoning is consistent with Future Land Use <br />Policy 16.1 and Coastal Management policy 11.4. <br />- Conservation Policy 4.3 <br />Conservation Policy 4.3 requires the county to establish low <br />density land uses for areas which are flood prone, with the <br />exception of existing lots of record of a higher density.
