Exhibit "A" <br />Proposal to Provide <br />Professional Engineering Services <br />for <br />Indian River County - GEC Task Order <br />Engineering Review and Summary <br />All Aboard Florida Drainage Report and Calculations <br />Within Indian River County, Florida <br />ATKINS <br />Indian River County (County) is requesting an engineering review of the drainage reports and calculations <br />submitted in support of applications made to the Saint Johns River Water Management District (SJRWMD) <br />and U.S. Army Corps of Engineers (USACE). The intent is to review the submitted reports and calculations <br />in comparison with the agency permitting requirements and provide a review summary and a list of items <br />that require additional information. <br />At the request of the County, ATKINS (Consultant) has prepared a scope of services for providing this <br />review for the drainage reports and calculations as follows: <br />SECTION 1 SCOPE OF SERVICES <br />TASK 1: DRAINAGE REPORTS, CALCULATIONS AND AGENCY RAI REVIEW <br />Atkins will review the supporting drainage reports and calculations for the applications made to SJRWMD <br />and USACE for the proposed railway improvements within Indian River County to develop a technical <br />understanding of the criteria, assumptions and design methodology used for the drainage design. Using <br />County provided application/permit numbers, the Consultant will submit requests to both agencies to obtain <br />the documents for review. Items to be reviewed include the following: <br />• Drainage design methodology and assumptions, <br />• Design drainage basin delineation, <br />• Cross drain design, <br />• Run-off Curve number calculations, <br />• Roadway crossing and Railway track stormwater management, <br />• Water Quality calculations. <br />The Consultant will also review agency (SJRWMD and USACE) issued Requests for Additional <br />Information along with the subsequent re -submittal from the applicant. Two such reviews are anticipated, <br />assuming one RAI being issued from each agency. <br />TASK 2: REVIEW SUMMARY AND REQUEST FOR ADDITIONAL INFORMATION <br />(RAI) <br />Based on the findings in Task 1 the Consultant will prepare a review summary and a request for additional <br />information (RAI) to address areas of concern.
