CONSENT <br />INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jason Brown, County Administrator <br />THROUGH: John King, Director`11 <br />Department of Emer e c%rvices <br />FROM: Maria Resto, Radiological Emergency Analyst/Radio System Manager <br />DATE: August 9, 2016 <br />SUBJECT: Authorization of Selection of P25 Migration Project Vendor and Agreement for <br />Service <br />It is respectfully requested that the information contained herein be given formal consideration <br />by the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Indian River County's Enhanced Digital Access Communication System (EDACS) radio system <br />became fully operational in 1996 and it services all county and city agencies within Indian River <br />County with a full-time, interoperable gateway between Indian River County and Brevard <br />County EDACS systems for public safety user interoperation. The system incorporates both fiber <br />optic network and a microwave radio system. The microwave radios are obsolete and are no <br />longer supported by the manufacturer and the fiber system, in its present state, is unstable to <br />support the two way radio system and planned upgrades. <br />To correct the system's deficiencies and meet current operational standards the County proposed <br />a migration to the Federal Communications Commission recommended Project 25 (P25) which <br />is the standard for the design and manufacture of interoperable digital two way communications <br />for public safety organizations. The County anticipates a phased upgrade of the existing system <br />over a five-year period. <br />To determine the extent of interest and provide an opportunity for voluntary marketplace input <br />regarding this extensive upgrade, the Purchasing Division issued a Request for Information <br />(RFI). In the same manner as a typical Bid, RFP or RFQ, the RFI # (2016047) was posted to <br />Demandstar and advertised in the Indian River Press Journal, with 311 Demandstar subscribers <br />notified and 21 firms obtaining the documents. The sole response received was submitted by <br />Communications International Inc. This limited response indicates a limited availability of <br />vendors capable of meeting our project needs, and leads staff to anticipate a similar lack of <br />response to any subsequent Bid or Request for Proposals. <br />171 <br />
