Board of County Commissioners Meeting Minutes-SWDD September 13, 2016 <br />4. 16-707 Summary of Responses to the Request for Information (RFI#2016039) for <br />Solid Waste Processing and Recycling Services <br />Recommended Action: SWDD staff recommends that its Board authorize staff to begin a formal Request <br />for Proposal process. <br />Attachments: Staff Report <br />Technical Memorandum <br />Director of Utilities Vincent Burke gave a PowerPoint Presentation to outline the <br />key details of this matter. He requested that the Board authorize staff to create a <br />formal Request for Proposal to explore Mixed Waste Recyclables, Organics, and/or <br />Construction and Demolition Processing in order to achieve a higher recycling rate. <br />Solid Waste Disposal District Managing Director Himanshu Mehta and County <br />Administrator Jason Brown assisted with Board questions. <br />Discussion ensued about researching other counties' recycling costs /levels, and <br />about improving multi -family and commercial recycling opportunities. <br />Chairman Solari stated that he would like to have staff explore traditional means of <br />increasing recycling, before making capital expenditures on new technologies. He <br />mentioned the possibility of closing some Customer Convenience Centers to save <br />costs or increase recycling. <br />Director Mehta informed the Board that recycling at the County's parks has just <br />been implemented through the County's contract with Waste Management. He <br />stated that staff will be moving forward with the municipalities and recycling at <br />County beaches. <br />A motion was made by Vice Chairman Flescher, seconded by Chairman Solari, to <br />direct staff to report back to the Board with recycling data from January 2016 to <br />January 2017, for further discussion on costs and means for increasing recycling <br />volumes. The motion carried by the following vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Flescher, Commissioner Davis, and Commissioner <br />Zorc <br />Absent: 1 - Commissioner O'Bryan <br />The Board of Commissioners adjourned the Solid Waste Disposal District <br />meeting and reconvened as the Board of Commissioners of the Environmental <br />Control Board. <br />Indian River County Florida Page 2 <br />
