W ift W <br />ALTERNATIVES AND ANALYSIS: <br />A detailed inventory of native upland habitat is needed for the <br />unincorporated county. Completing such an inventory would not only <br />provide necessary planning data; it would also satisfy several <br />comprehensive plan policy requirements. <br />Such an inventory could be done most efficiently by individuals <br />with expertise in the analysis of existing data with the use of a <br />geographical information system. The computer analysis activity <br />cannot be provided by county staff; however, county staff can <br />provide field checking assistance as in-kind match. The <br />possibility of a state grant provides a funding source for the <br />consulting services needed to perform computer analysis of existing <br />land use and vegetative community data. <br />Staff feels that the proposed upland habitat management plan is <br />necessary to fulfill comprehensive plan policies and can be done at <br />this time at a reasonable cost with state funding. Final work <br />products will include upland vegetation maps and a management plan <br />which will summarize existing data and outline recommendations for <br />the preservation of upland habitats. <br />RECOMMENDATION: <br />Staff recommends that the Board approve the attached resolution <br />which states that the county will enter into a memorandum of <br />agreement with the state to receive grant funding (if selected), <br />and authorize staff to submit the grant application. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Resolution 92-102 to enter into an Urban and <br />Community Forestry Grant Memorandum of Agreement <br />with the State of Florida, Department of Agriculture <br />and Consumer Services, Division of Forestry, as <br />recommended by staff. <br />5 <br />,ROOK Cool PAvE OSI <br />
