Baird, County Administrator <br />EPARTMENT HEAD_ CONCURRENCE <br />Development Director <br />FROM: Sasan Rohani, AICD; Chief, Long -Range Planning <5 //� <br />TE: Februa <br />RE: County Initiated Request to Redesignate ± 70 Acres from C-2 Conservation -2 <br />(up to lunit/40 acres), and L-2, Law -Density Residential -2 (up to 6 units/acre), <br />to C-1, Conservation -1 (zero density), and Rezone those ± 70 Acres from RS -6 <br />Single -Family Residential District (up to 6 units /acre), and RS -1, Single -Family <br />Residential District (up to Iunit/acre), to Con -1, Conservation -1 District (zero <br />density) (LURA 2013040074-70780). <br />It is requested that the following information be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 4, 2014. <br />DESCRIPTION AND CONDITIONS <br />This is a county initiated request to change the land use designation of a property acquired by the <br />county for conservation purposes under the County's Environmental Lands Program. In this case, the <br />subject property is the Oslo Riverfront Conservation Area (ORCA) Diamond Tract, a property which <br />consists of four contiguous parcels totaling ± 70 acres. <br />In 2005, Indian River County acquired the ORCA Diamond Tract as an addition to the overall + 440 <br />acre Oslo Riverfront Conservation Area. Subsequently, the County was awarded an after -purchase <br />50% cost -share reimbursement grant from the Florida Communities _Trust -(FCT) for acquisition of <br />the tract. As a condition of the FCT_grant, a Declaration of Restrictive Covenants was recorded in the <br />public records, restricting use ofthe -property to conservation and passive recreational use.
