Indian River County 1 Impact Fee Update Study <br />Demand Component <br />This appendix presents the detailed calculations for the demand component of the <br />transportation impact fee update. <br />Interstate and Toll Facility Discount Factor <br />Table B-1 presents the interstate and toll facility discount factor used in the calculation of <br />the transportation impact fee. This variable is based on data from the Greater Treasure <br />Coast regional travel demand model, specifically the 2035 projected vehicle miles of travel, <br />accounting for roadway improvements included in the 2035 Long Range Transportation <br />Plan. It should be noted that discount factor excludes external -to -external trips, which <br />represent traffic that goes through Indian River County, but does not necessarily stop in the <br />county. This traffic is excluded from the calculations since it does not come from <br />development within the county. To facilitate <br />this, an analysis was completed on the comparative relationship between housing size and <br />household travel behavior. This analysis utilized data from the 2009 National Household <br />Travel Survey (NHTS) and the 2011 American Housing Survey (AHS) to examine overall trip - <br />making characteristics of households in the United States. <br />Table B-2 presents the existing trip characteristics being utilized in the current adopted <br />impact fee schedule for the single family (detached) land use.
