This factor was determined through a review of the CEI -to -construction cost <br />ratios for state road unit costs in previously completed impact fee studies throughout <br />Florida. For state roadways, the CEI factors ranged from 8 percent to 17 percent, with a <br />weighted average of 11 percent.
