Indian River County 1 Impact Fee Update Study <br />IV. Public Buildings <br />Public buildings impact fees are used to fund the land purchases and capital construction <br />and expansion of facilities and capital equipment required to support the additional <br />government service demand created by growth. <br />There are several major elements associated with the development of the administrative <br />facilities impact fee. These include: <br />• Facility Inventory <br />• Service Area and Population <br />• Level -of -Service <br />• Cost Component <br />• Credit Component <br />• Net Public Buildings Impact Cost <br />• Calculated Public Buildings Impact Fee Schedule <br />• Affordable Growth Strategy <br />• Staff Recommended Fee Rate <br />• Public Buildings Impact Fee Schedule Comparison <br />Facility Inventory <br />The public facilities inventory includes facilities that are primarily for the provision of <br />essential county services and do not include any of the buildings included in the calculation <br />of other impact fees. <br />According to information provided by Indian River County, the County has approximately <br />565,000 square feet of general public facility space. This includes the square footage of <br />both primary and support buildings. Support facilities are defined as trailers, facilities <br />without air-conditioning, or facilities that are unlikely to be occupied by personnel. <br />Table IV -1 shows a summary of the public buildings inventory and the current value of <br />buildings and land. As presented, the inventory includes a total of 414,000 square feet of <br />primary bulding space and 151,000 square feet of support space. <br />Tindale -Oliver & Associates, Inc.
