Baird, County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Stan Boling, AI <br />Community Dev <br />ent Director <br />FROM: Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />DATE: November 25, 2014 <br />SUBJECT: Review of the Affordable Housing Advisory Committee 2014 Incentives Review and <br />Recommendation Report <br />It is requested that the following information be given formal consideration by the Board of County <br />Commissioners at its regular meeting on December 9, 2014. <br />DESCRIPTION AND CONDITIONS <br />As part of HB 1375 which was enacted in 2007, the Legislature revised section 420.9076, F.S. to <br />require that local governments establish a local Affordable Housing Advisory Committee (AHAC). <br />On March 18, 2008, the Indian River County Board of County Commissioners (BCC) approved <br />resolution 2008-038 to establish Indian River County's AHAC. According to state law, one of the <br />principal responsibilities of the AHAC is to submit a report to the local governing body that includes <br />a recommendation on or evaluation of the affordable housing incentives identified in items A <br />through K of Section 420.9076 (4), F.S. (see page 2 of this staff report). Those incentives are <br />incorporated into the county's Local Housing Assistance Plan (LHAP). <br />Consistent with the provisions of section 420.9076 F.S., every three years AHAC must review the <br />local government's established policies and procedures, ordinances, land development regulations, <br />and comprehensive plan and must recommend specific actions or initiatives to encourage or facilitate <br />affordable housing, while protecting the ability of property to appreciate in value. The AHAC's <br />review and recommendations are compiled into an incentives review and recommendation report that <br />is presented to the BCC for approval. According to HB 1375, the first AHAC report approved by the <br />Board of County Commissioners was due on or before December 31, 2008. <br />42 <br />1 <br />
