The foreclosure proceeding shall be prosecuted to a <br />sale and conveyance of the property involved in said proceeding <br />as now provided by law in suits to foreclose mortgages. <br />Section 67. After the equalization, approval and confirmation <br />of the levying of special assessments for local improvements by the <br />City Council, and as soon as the contract for said improvement or <br />improvements has been finally let, the City Council may by ordi- <br />nance issue bonds pledging the full faith and credit of the City, to <br />an amount not exceeding the total cost of said improvement or <br />improvements to be paid by special assessment, and the estimated <br />cost of said improvement as stated in the ordinance providing for <br />said improvement and the levying of special assessments therefor <br />shall be used as the basis of calculation in determining the cost of <br />said improvement; and the said bonds so issued shall be general <br />obligations of said City. And if special assessments be not im- <br />posed and collected in respect of the improvements in season to pay <br />the principal and all interest on said bonds, the City Council shall <br />levy and collect against all taxable property in the City of Vero <br />Beach a tax sufficient to pay such principal and all interest as the <br />same respectively becomes due and payable. All bonds so issued <br />shall be excluded from any limitation of bonded indebtedness pre- <br />scribed in this Act or any general law and shall be issued by ordi- <br />nance of the City Council without submitting the question as to the <br />issuance of said bonds to a vote of the electors of said City. <br />All bonds issued under the provisions of this section shall be ad- <br />vertised for sale on sealed bids, which advertisement shall be pub- <br />lished once a week for two weeks in a newspaper of general circula- <br />tion published in Indian River County, Florida; and if said bonds <br />be not sold pursuant to such advertisement they may be sold at <br />private sale at any time after the date advertised for the reception <br />of sealed bids; provided, that no bonds issued hereunder shall be <br />sold for less than ninety-five per cent of par value thereof, with <br />accrued interest to date of delivery, and provided further that no <br />bonds shall be sold at private sale for less than the best sealed bid <br />received therefor, and no private sale shall be made of said bonds <br />subsequent to thirty days after the advertised date for the reception <br />of sealed bids. <br />All bonds issued for local improvements under this section shall <br />be in the denomination of One Hundred Dollars or some multiple <br />thereof, and shall bear interest not exceeding six per cent per <br />IIS <br />
