• <br />• <br />• <br />LAWS OF FLORIDA 2211 <br />The City Council shall assess and levy a tax upon the taxable <br />property in said City for the purpose of obtaining interest and <br />raising a sinking fund for the payment of the time warrants pro- <br />vided for by this Act, which tax shall be levied, assessed and col- <br />lected annually in the same manner as other taxes. <br />Section 95. The City Council shall have the power to regulate, <br />fix and prescribe by ordinance the maximum rates to be charged by <br />all automobiles, taxicabs, jitney buses, or wheel chairs carrying or <br />transporting passengers for hire within the City. <br />Section 96. The City Council shall have power by ordinance <br />to regulate and control the use of all streets, alleys, public ways, <br />grounds or other public property by any person, firm or corpora- <br />tion in the erection, placing or maintenance of any poles for tele- <br />graph, telephone, electric or other wires, or for other purposes; <br />to regulate and control the placing and maintenance in any street, <br />alley, public way, ground or other public property of all under- <br />ground wires, pipes or conduits; to require all such poles, wires, <br />pipes or conduits to be kept and maintained in a proper state of <br />repair; to regulate and control the use of the streets, alleys, public <br />ways, grounds or other public property of said City by bicycles, <br />automobiles and other 'vehicles and machines. <br />Section 97. The City Council shall have power by ordinance to <br />regulate and prescribe the width of tires of all vehicles or ma- <br />chines driven or operated upon any street, alley, or other public <br />way of said City; to regulate and prescribe the kinds of tires <br />which may be used upon automobiles and other motor vehicles or <br />machines driven or operated upon any street, alley or other public <br />way of said City, and to require the use upon such vehicles or <br />machines of such tires as will do the smallest degree of damage <br />or injury to the streets, alleys or other public ways of said City: <br />Section 98. Said City shall have full power and jurisdiction <br />over, and the City Council may by ordinance provide for the pro- <br />tection, care and control of, the waters within the City Limits; to <br />keep pure and clean any body of water from which the public <br />water supply of the City is taken; to prohibit the dumping of filth, <br />dirt, garbage, shells, trash, refuse or other things in the waters <br />of the Indian River, or any other lake, canal, or other body of <br />water within the City Limits ; to license, govern, regulate or pro- <br />hibit the permanent anchorage of houseboats or other boats or <br />vessels in the Indian River within the City Limits; to regulate or <br />prohibit the use of boatways or boatyards within the City limits, or <br />to restrict their use to any portion of said City; to control, manage <br />
